WASHINGTON (Nov. 2, 2026) — Kostelanetz LLP is pleased to announce that Andrew (Andy) Weiner has been named a partner in the firm.

Since joining Kostelanetz as counsel in 2023, Andy has proven himself a key member of the firm’s tax controversy team, given his extensive experience in trial and appellate tax matters and his adeptness at handling negotiations with the IRS and other government agencies.

“Andy is an exceptional tax litigator who pairs a deep command of the Internal Revenue Code with a sharp instinct for litigation and appeals,” said partner Bryan C. Skarlatos. “Our clients have benefited enormously from his rigorous analysis and sound judgment. His contributions to the firm and his relentless pursuit of favorable outcomes made him an obvious choice for partner.”

“Andy has the rare combination of technical depth, advocacy skills, and creativity that our clients need when the stakes are high,” said partner Caroline D. Ciraolo. “His deep experience at the Justice Department’s Tax Division gives our clients an insider’s understanding of how the government approaches tax matters. He is also a generous mentor and colleague who embodies the collaborative culture at Kostelanetz.”

“I am honored to be named partner at Kostelanetz and grateful to my colleagues for their trust and support,” Andy said. “The firm’s commitment to client service and to tackling the most challenging and consequential tax controversies is what drew me here, and I look forward to continuing to build on that reputation for years to come.”

Since joining the firm, Andy has grown the firm’s appellate practice and regularly represents clients before the United States Supreme Court and Courts of Appeals. In the course of his career, Andy has briefed and argued more than 50 cases before the United States Courts of Appeals. Just this year, Andy was instrumental in securing a Fourth Circuit decision holding a Kostelanetz client eligible for innocent spouse relief. He is also regularly called upon by taxpayer advocacy organizations, including the Center for Taxpayer Rights, the American College of Tax Counsel, and the National Taxpayers Union, to craft amicus briefs that support fair tax enforcement principles for all taxpayers in matters before the Supreme Court and lower courts.

Andy regularly represents clients in civil and criminal tax matters in district court, the Court of Federal Claims, and the U.S. Tax Court. He has enhanced the firm’s representation of corporate clients and those facing partnership audits, given his long experience with the now-defunct Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA) and the new partnership audit regime created under the Bipartisan Budget Act of 2015 (BBA). Andy’s experience extends to a wide range of sophisticated tax issues including economic substance, research and energy credits, Administrative Procedure Act claims, accounting methods, and penalties.

Before joining Kostelanetz, Andy spent more than a decade as a trial attorney with the U.S. Department of Justice Tax Division, where he received the Tax Division’s Outstanding Attorney Award five times and a Special Commendation. He also spent four years in academia as Practice Professor of Law at Temple University Beasley School of Law, where he served as Director of the Graduate Tax Program and founding Director of the Low-Income Taxpayer Clinic. Andy began his legal career clerking for Judge Stanley Marcus on the Eleventh Circuit and Chief Justice Deborah Poritz on the New Jersey Supreme Court.

Andy is a member of the Board of Regents of the American College of Tax Counsel, chair of the Tax Audits and Litigation Subcommittee of the D.C. Bar, and an adjunct professor at American University Washington College of Law. He is also involved in the ABA Tax Section and is a frequent writer and speaker on tax issues. Andy received his B.A., magna cum laude, from Bowdoin College, his J.D., cum laude, from the University of Pennsylvania Law School, and his LL.M. in Taxation from Georgetown University Law Center.
