NEW YORK (March 31, 2025) — Kostelanetz LLP is excited to welcome Victor Suthammanont as a partner in the New York City office. Coming off a decade-long stint at the Securities and Exchange Commission (SEC), where he served as a Senior Trial Counsel and, more recently, as Enforcement Counsel to then-SEC Chair Gary Gensler, Victor’s practice will be focused on securities law, commercial litigation, and white-collar criminal defense.
Prior to his government service, Victor represented and advised clients in private practice in complex commercial disputes and multinational lawsuits, as well as in internal and governmental investigations.
Victor’s tenure at the SEC included serving for nearly three years as Chair Gensler’s senior advisor on enforcement. Victor advised the Chair and senior Enforcement officials on all of the SEC’s enforcement-related matters and policy, including, among other things, federal court litigation at the district court, appeals court, and U.S. Supreme Court levels, agency proceedings and adjudications, enforcement sweeps and initiatives, and market events and crises.
Before joining the Chair’s Office, as a Senior Trial Counsel, Victor investigated and prosecuted federal securities law violations and directed receivership and post-judgment proceedings. His cases and investigations included matters related to insider trading, accounting and offering frauds, market manipulations, unregistered offerings, violations of Regulation FD, the Custody Rule, anti-money-laundering and anti-touting provisions, and suspected digital asset frauds.
In private practice, Victor has represented multinational companies, small businesses, and individuals in multinational litigations, criminal, agency, and internal investigations, and commercial and other disputes. His clients have included investment banks, manufacturers in multiple industries, a ratings agency, a cable company, and the audit committees of public companies.
Victor graduated from New York Law School, summa cum laude, in 2005, where he was a John Marshall Harlan Scholar and Executive Articles Editor of the New York Law School Law Review. He clerked for the Hon. Maryanne Trump Barry of the U.S. Court of Appeals for the Third Circuit.
Victor is a member of the American Bar Association, the New York City Bar Association, the Asian American Bar Association of New York, and the Federal Bar Council. In 2021, Victor received the Joseph Boryshansky Award in recognition of his extraordinary contributions to litigation in the New York Regional Office of the SEC.
