City & State NY Names Claude Millman to ‘Law Power 100’ List

NEW YORK (March 3, 2025) — Kostelanetz LLP partner Claude M. Millman has once again been recognized by City & State NY’s “Law Power 100” list.

In naming Claude to the list for the fourth time, City & State cited his record of success for clients, stating: “A former federal prosecutor in Manhattan and a past director of the New York City Mayor’s Office of Contract Services, Millman in the past year successfully represented a technology company that was barred by New York City Department of Education procurement officials, successfully defended an individual charged with unregistered city lobbying and successfully defended a Fortune 100 company in a city procurement case.”

City & State had previously noted that Claude had become “a go-to lawyer for government contractors” in New York City and New York State, when it named him to its 2024 Fifty Over 50 list honoring “the contributions and legacies of fifty venerable New Yorkers.”

According to City & State NY, the 2025 “Law Power 100 identifies the key figures in New York’s legal sphere” including “high-profile attorneys, leading advocates and distinguished academics.”

Claude leads the government procurement and contracting and complex commercial civil litigation practices at Kostelanetz LLP. For over two decades, he has represented government contractors doing business with New York City and State government agencies and authorities, advised government officials and former government officials on ethics issues, litigated matters against the City, State, and federal government, and handled complex commercial litigation and investigations, including high-profile disputes and controversies. He previously served as Director of the New York City Mayor’s Office of Contracts Services and New York City’s Chief Procurement Officer. He is also a former Executive Director and Commissioner of the New York City Charter Revision Commission.
