Andy’s session, “Tax Refund Claims and Litigation,” will take place on Wednesday, June 3, from 1:45 p.m. to 2:45 p.m. Central. The panel will discuss the jurisdictional complexities behind refund claims and how doctrines affect refund litigation. With recent proposals to expand refund court jurisdiction, including the possibility of enacting the Taxpayer Assistance and Service Act, attendees will want to prioritize this session as Andy will be joined by Richard Husseini and Erin Collins, the current National Taxpayer Advocate.

Andy focuses his practice on tax controversies, both civil and criminal, at all stages of the administrative and judicial process. A former U.S. Department of Justice attorney, he has briefed and argued approximately 50 tax cases in the U.S. courts of appeals. He is regent of the American College of Tax Counsel for the D.C. Circuit and a frequent writer and speaker on tax issues. He is also an adjunct professor at American University Washington College of Law.
